The article reveals current problems of the state of water resources in Kyrgyzstan, as well as its impact on the use of agricultural land at the present stage. The problems of using water resources are substantiated, taking into account the modern requirements of water users and the prevailing realities in practice. The causes of problems and ways to overcome them are identified based on established market laws. Constructive measures are also proposed to solve problems associated with the restructuring of existing and commissioning of new irrigation networks, the state of which raises many questions and which have a rather negative impact on the achievement of the result by land users. The article pays special attention to the problems of state and other types of financing, both in solving problems related to the state of irrigation networks, as well as land users, the solution of which would have a positive impact on the state of the country's agricultural industry as a whole
